Can I change my Default Assignee to be someone other than the Project Lead?

The project settings allow you to default the assignee to unassigned or the project lead, but it is more powerful than that - see https://confluence.atlassian.com/adminjiraserver/managing-components-938847187.html

You can use the workflow post functions on the "Create" transition.
