Automatically email all External Comments

We have a team of service desk agents on a project and we want them all to get automatically emailed all External Comments (i.e. from and to customer) in an issue, avoiding Internal Comments. Does anyone have a good solution for this?

 

We have tried to use Custom Rules, but only allows Reporters and Customers, but not a specific email address.
