As an administrator, I have the control to change the owner of a dashboard. So, when the owner of the dash board was changed, there was a restriction:
"Dashboards and filters in this Jira instance cannot be shared with the public anymore. If you want to modify this item, you must change the Shares so that it is not shared with the public."
So, how can this be modified?
I stumbled on this thread, looking for answers, but eventually found one myself.
In Jira System settings, turn on the option "Public sharing", and then you can change the owner again.

if you are trying to change who a dashboard is shared with go to the dashboard and click on the ellipses and Share dashboards.

Did you follow the instructions and attempt to change the Share to not be public?

The dashboard is no more editable since the user (owner) is not existing anymore. So, how to change the sharing or owner?

hmmm, maybe reinstate the user and as an admin login as that user. Short of that I would suggest recreating the dashboard. Also note that you will also need to update all of the underlying shared filters.
