All issues under my "plan" have green mark with tooltip of: "This change is only saved in your plan. Review this change, then save it in Jira".

So , I am not sure how to save in Jira :-).

Also - if there is any Jira worker here which review these discussions; A friendly suggestion - how about adding in all your tooltips a clickable link of "show me", which is gone after 1st time I click it?
