You will need to check to see if the user in question is already setup in your system as a customer + he/she is the right group that are assigned with your project's "Servcie Desk Customers" role.
Issue reporter needs to be adherent to the above setup.

These users are not jira users already.. can it not invite them when we add their email assigning them as reporter? Or is there some tie into AD?

Assigning a reporter process means that he/she already has an account in your instance. You will need to invite them first, but not through issue reporter assignment process.

Sorry i am not JIra proficient. Could we add all our company users somehow? or Automate that?

You can create user group management to bring all your company users into a group, and then assign the group to your JSM project's "Service Desk Customers" role.
