I've made test on JIRA Service management and first use email request.
Then I use public portal
This ends up with 2 distinct customer account with the same email.
Is it a bug ?
How to merge them ?

Duplicate accounts might be possible when the Atlassian account and the portal account both exist under the same email address.
If you confirm that is the case, go to the Portal customers Admin page and migrate to the Atlassian account. See the details of fixing the issue here
