Community Leaders are connectors, ambassadors, and mentors. On the online community, they serve as thought leaders, product experts, and moderators.
Go to the project in question, and access Project settings >. Customer permissions section -
Enable the option highlighted in the image below
So, customers (who have access to the project) are added by agents/project admins. Any customer who are not added to the project, he/she will not see the project via the main portal UI.
