I have a field called in review, when other users are going to assign a user to be able to assign a reviewer of the issue, a lock appears which does not let them see the emails of the people that one must assign
Please check your instance follow the below points:
I've tested in my instance and the availability of this field could not be affected by the article status.

The users might not have browse users and groups global permission
Check the global permission
