I cannot use the @ command to tag names of people in my organization. No name appears once I start typying letters after @.
Also, I dont see emails from colleagues when entering an email to share a ticket as shown in the following picture. I have to type the whole email addresses manually.
In order to @ mention other users on Jira issues, you must have the Browse users and groups Global Permission. If you do not have this permission, when you type @ a list of users will not appear.

I donāt see how to access System. Is it something that I need to have administators rights to be able to do? The administrator would be someone from my employer?

Yes you will need Administrator rights to make that changes.
