Hi  

Check if the email address for the user is in a custom field used by the notification scheme..

Or in a custom event 

  1. Choose > System
  2. In the sidebar, under ADVANCED, click Events

Also to diagnose why a user is or is not receiving notifications for an issue:

  1. Choose > System.
  2. Select Notification helper.

I did not manage to find the email in those fields
