I wonder how to set the default comment "Reply to client", because the default is "Internal note". Is there a parameter for this?

Hi @Tomasz Skarżyński at this time there is no setting to change the default to "Reply To Customer". This is part of the new Issue Transition experience. JSDCLOUD-14319 was entered on Atlassian's Jira Site to add this functionality. I would suggest voting for and watching it for updates.
All users will be getting this functionality.

You might be able to temporarily turn off the new functionality, but as that article states, eventually that will be phased out.
