I have set the Jira support portal to send an automatic response email upon receipt of tickets via email,
is there a way to prevent a specific address that writes to that email from receiving notification of tickt
receipt.

No this can't be done.
A workaround is to set a rule on the mailbox receiving the email, but in JSM (Jira) it is not possible to exclude certain mail address from receiving a notification.
You can turn this oof, but then its off for all.
