I'm still configuring my Jira service project, so I want to test with my internal users only at this point.
My question is: What's the best way to allow internal users to submit requests?
Jira is confusing to me at this point.

One suggestion while you are still configuring your JSM project is to lockdown access to your internal users first for them to submit requests using just the portal UI.
Here is how to control the visibility of your JSM project by changing the Customer permissions section from "Project settings" of your project -
