You can only choose users that have customer/user permissions on that JSD project.
This is due to security/privacy reasons.
You can try to add the managers to the "Customers" Role on the JSD project, then they should be listed in the user picker.

I would understand this if it would behave the same on the issue.
As an agent I can pick every user in the approver field, means also user that are not registered and don't have access on the project.

I would think that this is because customers don't have the browse user permissions, agents do have this permission.
So Customers will only see other customers (if allowed by the jsd permissions)

Unfortunately not.
I'm an agent and I don't see all LDAP users either in the customer portal.
The global permissions are set like this that also the Customers should be able to see all users.

Now i understand the confusion you have.
The user picker when approached through the portal is limited to customers who have access to that project.
The user picker from an agent point of view when just using the create button in the normal jira interface has no limitations regarding the customers.
So normally when you add the managers to the customers role, i think you should be able to see them in the portal.
