Can you clarify what you mean when you say you can't use the Jira Service Management template? Do you have access in your system to create new projects?
Jira Service Management is a separate product from Jira Software. Do you have a subscription for JSM?

Your Jira admin will need to check if you have a license to JSM. Even if you do, that doesn't mean you have access to create new projects. Your Jira admin is the only one who can give you access to create projects in the global permissions area:
