there was a problem with a restart process of Jira. It is not getting up after restart by 6 times.
We also restarted our database but there is no result.
I am showing you our Tomcat files (bellow).
Can you please how we can start our app?

This question is tagged as being a Cloud question. Your question does however suggest this is about a server / DC instance. Is that the case?
If that's the case, clearing your plugin cache (after shutdown of Jira) might help:
