While creating the Incident form i am not able to fetch the Assigned to Individual user in the list of users.
Please let me know the reason for the same.

Hope you are doing well.
Check the permission scheme for the project - Are you in a group/role/etc that has been named for the "assignable user" permission?
If not then please reach out to the Project admin for the same and ask him/her to add you in the respective project role.

Could you please check that user is part of that group or not, if not then please add that user and try to assign ticket to him/her.

Yes. he is the part of the Service Desk group still the user is not able to fetch the users please find the attached screenshot for your reference.
