Users of my Jira account are trying to configure the issue layout but it is hidden from their view. From an administrative perspective, what do I need to enable for the non jira admins to have the ability to configure the layout and add the custom fields we have created? They can't even search for the custom fields.

The short answer is you cannot enable non-admins to make those kinds of changes.
