As I am considering a paid Jira subscription, I am unsure of what the true definition of "user limit per site" is (see screenshot below).
For example, on the subscription page:
Jira Pricing - Monthly and Annual Subscription Cost per User (atlassian.com)
The user limit per site for the Standard and Premium Plan is 50,000 users.
Does this "50,000 users" include only my employees, or does it include external clients who can submit tickets to my board? With that, I am also wondering whether there is a limit on the maximum number of unique clients who can submit tickets.

This encompasses both internal employees within your organization and external clients (also known as customers, vendors, or partners) who you grant access to your Jira instance for purposes like submitting tickets or collaborating on projects.
