What is the correct procedure to test Forge Apps before deploying to production?

I am used to developing apps and scripts for the server version of Jira/Confluence, where it is very easy to just start a local instance to test or even have a copy of a production system running at all times.

However I am not sure what the equivalent to that in the cloud environment would be.

You just deploy to development version of your site or you can deploy to prod, but specify environment.

forge deploy 

and give it the option:

-e, --environment [environment] specify the environment from options: development, staging, production (default: development)
