Is there a way that a person (with a Service management license and service desk team access to the project) can use the user picker in a Jira filter to select users other than the "Current User"?
Ad JIRA admins can we setup this through any permissions?
Note : This user picket is a custom field created by JIRA admins

If you want select list in Filter, you cannot do that. Each time you open the filter page, it will display the result only for last selected user. Next time you need to start typing the user name in the text box. It will start give you the suggestions.

Appreciate your input here. But I tried this (From a standard user role) and got the attached error and not getting suggestions.
Also, I'm trying this on a new test site.
So I wanted to test:
If any standard user who has relevant licenses and view /edit permission to the filter can use this user picker.
Any thoughts, what I'm missing here?

User list be displayed only when user enters few letters to get the list. You cannot make a defined list in the dropdown.

I was able to find the issue and solved it by using Global permission settings in the site.
I had to give Browse users and groups permission to my user group.
Now this is resolved.
