User "Grant Access" option for deactivated users not available even though we have org admin access

Hello Team,

   We are facing an issue where when i try to re-activate the account which has been deactivated the "Grant access" button is going invisible and asking to contact the admin.

I have gone through the document URL : https://support.atlassian.com/user-management/docs/deactivate-a-managed-account/ but under Managed accounts>Verify Domain there are no verified domain.

Even though i have both Site and Org admin access i cannot grant access to the deactivated users can anyone help me with this query.

Welcome to Atlassian Community!

Can you please click on user whom you want to reactivate as a org admin.

In the user profile, click on three dots at the top right corner and you will have a re-activate account option. once account is reactivated, you can give access to the product.

As you suggest to check with the 3dots also tried that but we didn't seen the reactivate option in their profile.

please check and confirm once.
