We are facing an issue where when i try to re-activate the account which has been deactivated the "Grant access" button is going invisible and asking to contact the admin.
I have gone through the document URL : https://support.atlassian.com/user-management/docs/deactivate-a-managed-account/ but under Managed accounts>Verify Domain there are no verified domain.
Even though i have both Site and Org admin access i cannot grant access to the deactivated users can anyone help me with this query.

Can you please click on user whom you want to reactivate as a org admin.
In the user profile, click on three dots at the top right corner and you will have a re-activate account option. once account is reactivated, you can give access to the product.
