User not receiving emails from jira-notifications@

I have one user who is not receiving emails from our Jira address:
jira-notifications@MyCompany.com

I have tested extensively and ran an exchange trace from the user and to the email address vis-versa and no results are showing. 

However the user is still able to receive emails from: jira@MyCompany.atlassian.com

The user in question is not have site-admin or is an agent for any projects within my Jira environment. I have mirrored her permissions with some others in my org who are not experiencing this issue and it is the same.

The user claims this all started after switching to the new outlook.

I have directly @'d her in tickets and simply responded to tickets she is the reporter on and no notifications are being sent via email.

I promoted her to Site-Admin to look at the notifications settings more and they look good. 
- Notify Immediately

I added her to the project as a team role and added her as a watcher.
She would not get a bell icon notification even on the agent side of jira.

I reverted her to the old outlook and looked through her rules and found nothing.
She has probably over 50 folders in outlook.

Is there a notifications setting in Jira on the customer side that I am missing?

General test for confirming that I already know they aren't being delivered.

Gave site-admin and tested notifications - No Change

@'d and still no change

Added to ITSD and as a customer - No change 

@'d and still no change

"Turn notifications off" Toggled and tested 

@'d and no change 

changed her role to "Team" no change even when @'d

Added as a watcher no notification ping from agent side or email.
