Unable to see users without typing their names in custom field (user picker (single user))

Hello,

I've configured a custom field with User picker (Single user). I can start typing user name and select it. But if I just click on the field, it has only 'None' value and no user are listed (like in Assigned field). How to make User Picker for custom field to show all available users without requiring to type in the field?
