I want to create a custom report Like mentioned here (I am an administrator) and the option is not available.
I went to project-> reports-> searched for create new report, but I can see only Jira's reports.
What should I do?

The link that you shared with us in your ask is for JSM project. I believe you are trying to use the same function while looking at a Jira software application project. In Jira software project (non-JSM), reports functionality is different.

My guess is that you are not looking at service project.
