I made a custom from and the URL is requiring the entire URL with the http. We are a web company who service bank, many with the same variations of name.
You would be surprised how many "Iowa State Banks" or "Farmers Merchants Banks" or "Peoples Savings Banks" there are.
Is there a way to set the requirements for the fields to NOT need the https?

No, because most browsers still assume you mean http when given a URL without specifying the protocol type.
Still, with banks, I'd expect them to automatically redirect to https if someone tries http, they certainly shouldn't be using http (it should only be used for sites that are 100% static - no login, no forms, not even search)
I should clarify, so I tested with our internal site. All of our sites are https so they have are secure. It just doesn't let me put forbin.com it has to be https://forbin.com/
Most of our clients won't even think to put that in there. I could have it pre-filled maybe?

Is that field in a form, or in a Jira field?

In a form. Here is the link. It's the URL field in the form.

I'm also having this issue and wondering how exactly would you default to "https://" ? doing so claims an invalid URL

You should set the default in the form settings.
