I understand that creating a user in Jira service manager synchs to Atlas CRM. I would also like to add a customer in Atlas CRM and have them available as a user in Jira service project.
Welcome to the community. Although I have no in-depth knowledge of Atlas CRM product, I would recommend you to contact Atlas CRM vendor to identify more integration support between it with Atlassian products (i.e. JSM).

Ideally, you can just use JSM to support your CRM usage. However, it will be up to your organization on why using both Atlas CRM and JSM at the same time.
