I am looking for a way to control the amount of hours that can be tracked to a specific project by a team then see statistics and even get alarms if the project is approaching it's maximum or is projected to reach some threshold in a single month or week or whatever the expected time for the project would be.
There are tools but they seem to only do this at the incident or ticket level. What if I had a project that was allocated to a specific project or customer can I easily track time allocated in that project and limit how much time can be logged against that project in some span of time.

You can have a series of attributes at the project level, both custom fields and progress / completeness tracker. You can try out the free trial and see if it's what you need.

The main thing my boss is looking for is basically we are an MSP and each of our customers has a project in jira
Each month they may get a block of project hours which they purchase. He wants to be able to limit the number of hours our engineers can log to the project at a certain cap..
Whereas it will either not allow any more hours to be logged or alert us or some other avenue of notification.
