If you look at the screenshot below to create a ticket.
Where can I change the part where it says within Summary "Refresh to see summary"
Why? Well customers are creating tickets and not editing the text in the summary field. This implies that tickets have the Summary as "Refresh to see summary"

I would investigate the project's field configuration schemes and look for a default value for the Summary, e.g. https://confluence.atlassian.com/jirakb/how-to-set-default-value-for-summary-field-in-jira-800692650.html. Alternative possibilities are Scriptrunner Behaviours or other automation and might be hard for us to assist with. Cheers!

the text "Refresh to see summary" is defined in the corresponding request time of your Jira Service Management project.
Given this is a classic Service Management project please navigate you your project then Project settings >> Request types >> Request form
There you will see the field Summary in "Hidden fields with preset values". The string "Refresh to see summary" will reveal if you click of "Edit value".
If you want to remove this you can click on "Show" (Columns actions).
On Server Scriptrunner Behaviours are also capable of doing such, but as we understood you are on Cloud (there is no Behaviours) the above should fix your issues.
