Solo los admin puede crear nuevos informes?

Tenemos la siguiente inquietud. Desde el esquema de permisos estamos dando acceso a los agentes en Permisos de seguimiento del tiempo, para que puedan crear informes y editarlos.

Informes desde el proyecto, en la sección de conocimiento > Informes > Nuevo informe

Sin embargo, solo los administradores estamos viendo la opción de nuevo informe, los agentes aun cuando lo habilitamos en el esquema no lo ven. Por lo que les consulto si únicamente los administradores podrán realizarlo, sin importar si estamos agregando en el esquema a los agentes. Alguno tiene un caso similar? Muchas gracias.
