Anyone should be able to open a record in my Atlassian ServiceDesk product. But any person who has an atlassian account cannot open a request because they do not have authorization in my project, they get a "No access" warning. But this person can create a request in the scenario where he is not logged in. How can I remove this control. In other words, I want people who have an atlassian account and do not have access to my project to be able to create claims.
