Hi,
In my view I do not have help center look and feel option. Can you please guide me further?

Community Leaders are connectors, ambassadors, and mentors. On the online community, they serve as thought leaders, product experts, and moderators.
You may not have the necessary permissions. If you go to Channels and “open” the portal channel you should see a customize tab on the right side of portal. Clicking there should yield the following.
