Allow me to step in just to add that, in case you want to enforce two-step verification for all the users on your Cloud site, it will be necessary to subscribe to Atlassian access.

Short answer: no, you can't.
You need managed accounts to require two-step verification, and accounts become managed once the domain is verified. All you can do is use two-step verification for your own account - you can't require it for other users if your domain is not verified.
