Does anyone know where i can find documentation to build an API in Salesforce to Create a Jira ticket using REST API?
I cant find anything helpful for Jira Cloud in either salesforce or Jira documentations.

This should be you starting point for the Jira side. There are sample calls included here that will help you create tickets. Similar documentation for Salesforce is here. But getting a full blown integration off the ground has a lot of added caveats to it like queue management, conflict resolution, error handling and scaling. I would strongly urge you to look at one of the integration apps in marketplace. I work for iDalko, the owner of one such app Exalate.

Thanks Syed! We are simply exploring this option and as you mentioned, there are some challenges and maintenance that we are identifying. I am just on a journey to collect and gather resources and potential alternatives.

In case you're open to alternative ways for integrating Jira & Salesforce - you can check out the Atlassian marketplace for tools. That's a non-trival question that is like asking "When can I find the documents on how to build a space ship".
To be honest, if you have to ask how to do it, you probably don't know how to do it. You will be better served by just buying a commercial connector from a vendor. Check the Atlassian marketplace for all the connectors that integrate SalesForce with JSM.

Thank you for your answer, but this answer is not very helpful. I am not directly building this, I am simply trying to gather resources to discuss the potential options with the team that will be working on it. I do agree that checking out the Atlassian marketplace for integration apps may be a good alternative solution to limit error handling & Scaling along other things.
