I would like to be able to set up an SLA to report on - where all requests are dealt with in less than 2 weeks
is there a way to do this in Jira Service Desk?

We have a JIRA Cloud Plugin which allows you to create custom charts and reports for JIRA Service Desk. Perhaps it solves your usecase.
