Removing the option to create a ticket from an empty queue

Is it possible to remove the option to create a request from an empty queue? We only want people to create requests via the portal.

If you change the permission for browse project to look something like this then your customers will not be able to use the create button even if they have access to Jira.

The draw back is that you will not be able to @ mention customers/users that are not either the reporter or a watcher/request participant on the request.

You cannot completely remove the create a request button, agents and admins would still see it since they need browse permissions in order to access the project.
