Question regarding a rule created

I have created two rules but when I tested them I am not sure that it works properly.

This rule consists in when the case status changes to Pending or know issues, then the reporter receives a notification depending on his location in his own language.

When I test it is not working properly.

You have to talk a bit about your rules. We don't have access to your instance :)

What do your rules do? What have you placed in each component? Why you sayy that the rule doesn't work? What is the expected result and what the actual? What does the audit log say?
