We are working with an contractor and want to assign them issues. We want them to update status of the ticket with progress.
Additionally, we want to restrict their access to only 1 project and do not want them to be able to access or update other project initiatives.

You can achieve that by customizing the permission scheme of your project in specific, by standard, projects will use the default permission scheme, so you must have this project using it's own exclusive permission scheme.
Think of a permission scheme as the list of things people or a group of people can do, you can have several projects using the same list, but you can make one or more projects use their own specific list, check out the documentation below.
