What additional permissions are required for a Project Admin to be able to add, change, delete request types inside of their project?

As per this document, the Project Administrators of the project can create new Request Types.
Note that is not the same as creating a new Issue Type. Each Request Type must be mapped to an Issue Type.
For Company Managed projects, on Jira Administrators can change the Issue Types available for a project. For Team Managed projects, the Project Administrators can change the available Issue Types.
