Programmatically (scriptrunner, rest api, or automation) attatchment from private to public

Hello friends

I need some help

I know attatchment only will be visibile to Portal Customer if it is added as comment.


But we want the attactchment from a transition Screen be Public, and not Private.

As shown here:

So there is an way to set an attachment public programmatically (using scriptrunner, rest api, or automation)?
