Proforma Date-time fields Changes when I reopen form

How do I change Proforma to use my global time zone GMT-4 vs what it think it's using is GMT 0 (UTC)?

 

Upon reopening a form my date & time fields that previously had a time selected is changed to 4hrs ahead of the time selected. When I initially selected the time in the portal form, I was selecting it based upon my local time, in conjunction to GMT-5 [global] or GMT-4 [profile setting] for America New York. Initial time fields that were blank before resubmission are saved with the time selected.

 

When I do a Re-fetch Data action in automation to update the linked Jira fields that were initially blank or that were changed and then resubmitted, the Jira fields seem to be 4 hrs ahead too.

 

Currently I'm using a work around using automation to fix that, but I don't think I should have to do that. 

 

 

I believe my Global settings are set up to use the America New York time zone.

2 part form, first part filled out by Agent then form to be reopened and second part after reopening should be filled out by client 

 

Example 

  1. Submit the form as Agent
    • Agent time field set to 1:00AM
  2. Look at the ticket in the agent view.
    • Viewing Form shows 1:00AM
    • Attached PDF shows 1:00AM
    • Jira Linked field shows 5:00AM
  3. Reopen the form for Client, don't save nor submit
    • Viewing Form shows 5:00AM
    • Attached PDF still shows 1:00AM
    • Jira Linked field shows 5:00AM
  4. Allow Client to fill out their portion of the form in Customer portal
    • Re-opened Form shows 5:00AM (should have been 1:00AM)
    • Client selects a time of 6/1 1:00AM to another date-time field 
    • Client selects a time of 6/2 1:00AM to another date-time field 
  5. Client resubmits the form 
  6. Automation w/ re-fetch data action runs from trigger form submission
  7. Agent looks back at ticket in agent view 
    • Viewing Form
      • Agent date field shows 5:00AM
      • Client date field #1 shows 6/1 1:00AM
      • Client date field #1 shows 6/2 1:00AM
    • Newly Attached PDF
      • Agent date field shows 5:00AM
      • Client date field #1 shows 6/1 1:00AM
      • Client date field #1 shows 6/2 1:00AM
    • Jira Linked field
      • Agent date field shows 5:00AM
      • Client date field 1 shows 5/31 9:00 PM
      • Client date field 1 shows 6/1 9:00 PM
