Performance evaluation

I would like to know, if jira has a option to configurate Performance management module to assess employees

You can always create a process in Jira using the workflows to design a process to conduct performance reviews and assess employees - https://support.atlassian.com/jira-service-management-cloud/docs/overview-of-jira-cloud-workflows/ 

You can setup issues that have specific custom fields that would allow you to collect the information you need during the process. https://support.atlassian.com/jira-cloud-administration/docs/create-a-custom-field/ 

You might also think about how you will lock down the project or issues using roles and issue security. https://support.atlassian.com/jira-cloud-administration/docs/manage-project-roles/  and https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-security-schemes/ 

With that being said you can definitely do it but there are solutions out their specifically created for this and would probably work better.  Just a thought.
