Need to populate the filtered data as default value.

Hi all,
Is it possible to provide the result of custom filter that we have created to be provided a s a default value when we click on the issue picker for particular issue type?
for example :
there are issue type as : Issue1 and Issue2 and Issue3
On creation of Issue1 I want to link it with some issues for that I have created a filter to select only Issue2 and which are not linked. So instead of user selecting the filter manually can't we have those filtered issues as default value for issue picker for only Issue1 creation.
Please refer the attached images.
