Need Development Tools permission

Can someone please send me an email address of who I contact about getting the Development Tools permission added to my account?

Welcome to the community.  It is not clear on what you are referring "Development Tools" permission?

In each JSM project's permission scheme, there is a permission "View Development Tools".  Typically by default is granted to project's Administrators role members.  If this is what you are looking for, then you will need to contact your project's admin for to add you to the project role.  If you want to change the permission scheme, then you will need Jira system admins right to modify the permission scheme associated with your project in question.
