I can't find any informations on Atlassian page or I've missed it.
We've got several questions about Data Residency if someone has the answer.
When the Data Residency is in progress, the customer portal is still reachable for customer to raise ticket ? If it reachable, ticket can be raised or it will trigger an error ?
I saw in the "In-scope product data" some stuff that can't be pinned. By example, "Customer accounts" for JSM, that mean we will have to invite and recreate all the customer account and customer group for permissions ?

When data residency is being implemented I am not aware of any downtime. The application should function as normal during the process to get your residency in place. Customer accounts that are through Atlassian are not pinned and creating new customer accounts would not change this. If I am a customer that resides in Australia then my Atlassian account is going to be stored in the data center that will best service that account.
