I am currently attempting to migrate our Jira Service Management instance from the Datacenter edition to the Cloud edition using the official migration tool. However, during the app plugin migration phase, the process has become stalled at 89% and has not progressed for an extended period of time.
I have checked the migration logs and have not found any specific error messages that would indicate the cause of this stall. The migration tool's interface does not provide any additional information or insights into why the process is not completing.
I would greatly appreciate assistance in diagnosing and resolving this issue. Please advise on any steps I can take to troubleshoot the migration or if there are any known issues or workarounds that might apply to my situation.

After having done quite a few migrations, I can say from experience that this sometimes happens when migrating Tempo data. More than once, the migration was just fine, but for some reason the progress indicator for the migration got stuck.
When validating the migrated data in cloud, all seemed fine and some time later the progress indicator suddenly indicated the same thing.
It is impossible to confirm that this is happening in your case. But it may be worth reaching out to Tempo support to make sure nothing else is wrong. You should be able to find the link to their service desk from Planner by Tempo's marketplace listing.
