Can anyone please advise if it is possible to currently migrate Jira service management cloud projects from one cloud site organization to another cloud site organization .
Please share the steps if it is possible as the documentation seems to note a limitation with service management. See bellow :

You are right, currently cloud-2-cloud migration in jira cloud doesn't support for JSM Projects.
There isn't any straight forward methods to do this, but there are certain way we could this.
If the destination site where you are trying to migrate is a brand new site then you can follow this method mentioned here https://confluence.atlassian.com/jirakb/migrate-projects-from-one-jira-cloud-site-to-another-779160766.html
In case if you are merging this JSM Project in the destination site with other project already existing then you may have to do this https://confluence.atlassian.com/jirakb/merge-multiple-instances-of-jira-cloud-779160767.html
Other possible option is to recreate the schemes in the destination site and do a bulk upload via CSV

Your answer is starting to assist me. Perhaps some background info can help you better gauge my conundrum .
My client has multiple sub companies . One sub company has taken over a department from the other. Each company has their own jira site and org. The projects of the department that has been taken over , now has to move to the companies site which has taken that department over. The other projects must still remain and not merge.
From the info you have shared it looks like my only hope will be to use the CSV option, is that correct ?

There are only way to do this is csv import https://support.atlassian.com/jira-cloud-administration/docs/import-data-from-a-csv-file/
Since JSM Projects migrations is not supported yet for cloud-2-cloud or server to cloud.
