I have two projects that both use the same notification scheme. One project will send email notifications when I do an @soandso, but the other will not. I've looked through the many settings pages and am unsure what I am missing. Any help would be appreciated.
NOTE: To be clear, it does populate the names when I do the @. I saw some other community questions....

The mentions notification runs outside the notification scheme.
Firstly you need to be sure the users you are trying to mention have access to the issue (and project) you are trying to mention them on.
Is it a customer or agent you are mentioning?
Thank you for the response. I assumed that because there is no mention of choice in the notification scheme. I was grasping at straws...
The end-user does have access to the project. Also, when I send it to myself, I do not get the mention either and my personal settings allow for getting your own mentions.

The issue was silly! I had a different email sending address on this specific project, which got caught in Mimecast. Silly mistake on my part!
