Hello,
One of our members previously had a Jira license assigned to them, which was revoked to be given to a different member of staff. The issue is that now the original owner of the license (the person who the license was revoked from) is unable to raise a ticket on Jira via email, which is affecting their work.
How can they go back to being able to raise tickets?

Do you want them to have access to the application or just be a Customer.
former - You can reactivate their license - Jira settings > user management find the user and reactivate
later - Jira settings > user management find the user and reactivate, edit and remove access to Jira Software or other licenses as appropriate
