I am currently testing the JIRA Cloud Service Management and we are planning to use it in substitute on our JIRA Local that is already expired.
I would like to ask if we purchase the license for (number of agents), what are the items included during the implementation?
Can you assist me on these items below?

When it comes to items in Jira, it won’t depend on the number of agents, but on the plan you select.
The Free plan has some limitations for permissions and notifications, for example.

Regarding your questions:
Can we migrate the tickets only?
You can import a CSV file with the tickets from your Server to Cloud:
Can we recreate the JIRA configuration from the scratch from JIRA Local to JIRA cloud and create 1 Project as a sample based on the current configuration? (email, workflows, fields/rules and etc.)
There are many Service Management templates available in Cloud, so you can create new projects based on the templates and configure them the way you need. In Cloud, there are Classic and Next-gen projects. The Classic ones are more advanced and similar to the ones in Server and Next-gen are more simple, for small teams.

If you purchase a plan then you will have access to Atlassian support. They will be able to answer questions if you run into any issues while doing the migration. In regards to the questions above,
1. You would migrate the full project. The issues in the project could then be migrated to another project and you could delete anything you are no longer interested in.
2. Yes you can setup a project from scratch and set it up like your current configuration.
